Shopkeepers

Set up custom villager shopkeepers that sell exactly what you want them to sell and for what price. You can set up admin shops, which have infinite supply, and you can also set up player shops, which pull supply from a chest.
It will also prevent any other trades with non-shopkeeper villagers, if you want it to.
For those who are simply looking for a convenient way to modify the trades of vanilla villagers (as an alternative to using complex Minecraft commands), the plugin also includes a graphical editor for regular villagers and wandering traders.

Supported server versions
Shopkeepers supports the latest versions of Bukkit / Spigot.
Note that this plugin is created to work with CraftBukkit (or alternatively Spigot). Bukkit does not have an API for some of the things necessary to make this plugin work. This means that other server software (Tekkit, Forge, Cauldron, etc.) will not work with this plugin.
Other CraftBukkit or Spigot derivatives/forks might work, but are not officially supported. So if you run into issues while using those, try to reproduce your issue on a fresh and up-to-date Spigot server first.

Statistics
This plugin uses bStats to collect anonymous plugin usage statistics. This helps me to determine how many servers are using the plugin, which Minecraft versions it is used with the most, and to which degree the different features are used.
Here is a list of all currently tracked information:
- Common information: The number of servers using the plugin, the number of players on these servers, online mode, Minecraft version, plugin version, core count, system arch, operating system, server country, Java version.
- Shopkeepers specific information: Whether specific related plugins are used (Citizens, Towny, WorldGuard, Gringotts, other Vault economy plugins), number of shops, whether player shops are used, whether certain features are enabled in the config (ex. WorldGuard/Towny compatibility, Citizens shops, delayed saves, colored names, chest protection, removal of inactive shops, tax rate, strict item comparison, purchase logging, disabling of other villagers, ..), the number of worlds containing shops.

If you want to disable bStats for all plugins on your server, edit the file plugins/bStats/config.yml, or alternatively disable it only for Shopkeepers by setting 'enable-metrics' to 'false' inside the Shopkeepers config.

If you are on MC 1.9, make sure that you are using the very latest version of spigot. Spigot is currently being updated daily.
If that doesn't help, then check your server log for any errors.
If there are none, turn on debug mode and check if it prints anything useful then.

That message is not coming from Shopkeepers, but some other plugin. I assume some other plugin is trying to prevent interaction with the entity.
There is a setting in the config, 'bypass-shop-interaction-blocking', which toggles whether or not shopkeepers should try to bypass other plugins, so that the shop opens nevertheless. However, that might not prevent that message being sent by that other plugin.
So you will have to either ignore that message then, or check if the other plugin has some setting which would allow you to configure it so that interaction with the shop entity is no longer blocked. I think to remember that WorldGuard for example has a setting to ignore interaction with villagers (or other specific entity types), either globally or per-region. Though I am not sure about that.

Regarding your issue: You have to update your spigot server to a newer version of spigot 1.9. Spigot is currently being updated daily. You need the most recent version of it.

Also check your server log for any errors. They might help to identify your problem.
And make sure that you are really interacting with a shopkeeper entity and not a normal entity. For example, depending on your configuration, if you create a player shopkeeper with the spawn-egg and shop creation fails for some reason, you will be creating a normal entity instead. You could turn on debug mode (/shopkeeper debug, or via config): In the console you should then messages which tell you whether the entity you are interacting with is a shopkeeper or not.

Posted Mar 19, 2016Suggestion: when the plugin updates the save.yml file it should: 1) Check for available space on the hdd. 2) Write the file with another name (save.filepart) and then if no IOExceptions are thrown replace the target file. My save.yml file got corrupted twice since i opened my server and it's very frustrating :( Thanks!

I still don't see the use-case in this: ex. heal and economy commands don't make much sense to me to execute for a player on shop interaction..
It seems like a player would either be interested in the shop aspect of the entity, or in the command-effect(s) when interacting with the entity. I don't really see the need to incorporate both aspects into Shopkeepers (which is primarly a shop plugin, and not a 'npc plugin' like citizens or similar).
Also, if you have a very specific situation in which you would need this or other special behavior for shopkeeper entities regardless of what I just said, you could use citizens shopkeepers and some citizen-npc-command plugin (as already mentioned).
& and § are two different characters. The trade will only be accepted (by minecraft) if the item names perfectly match. Also it doesn't matter how minecraft displays an uncolored item name by default, all that matters is the exact internal character sequence of the item name. So if minecraft 'displays' an uncolored item name with white color, it will not except items which you have manually colored white via color codes.
That is minecraft's vanilla behavior.
Usually, when you use the & character in minecraft, some plugin 'translates'/converts it to the § character (which is used by minecraft for displaying colors). So you need a plugin which converts & to § characters (a plugin which turns &7 into the color white (§7)). So whatever plugin you use for giving items a colored name: It is in this plugin's responsibility to convert & to §.
