PERMGUI
Fairly dead.
This plugin will allow you to load and save permissions through a GUI for your server. This does not need [Pail] to run.
Running a simple command ("permgui") at the console brings a window up with places to check off which permission each user (or group) is to have, selecting a user, or selecting a group.
Looking for a Permissions 3.X support? Download here: PermGUI v1.2.1 for Permissions (This might still work, but it'll be using deprecated methods. If someone uses it and it's broken let me know and I'll remove the link)

If you need a specific permfile and you're feeling lazy, I'll make it for you. It may just not be super quick.

- PermissionsEX Support. I've decided too many people want this. (Status: Interfacing with PermissionsEx.)
- Features: Offline players? "false" permissions? Custom permissions added from GUI? OOOO a permissions file creator!
- More support for other plugins.

The way I have my set up, it may only take me a few hours to make the switch. I just need to find the time. Also why the plugin support took a long time.
Sorry guys, I've just been super busy. I swear switching over will be faster.

Well that would be why I'm not developing for bPermissions. And PermissionsBukkit? I talked to SpaceManiac yesterday, he said it's absolutely not dead.
Lol, and you forget about all the people using RD to manage their server, not everyone uses shell access. Which means sure, I've limited myself to everyone who uses RD or hosts their own server from home. But that's the point. It's for people to use a GUI to manage their permissions. If they want to use Notepad, go right ahead.
And guess what? Not a single ticket. Ever.
If this is just to get me to support PermissionsEx, just say so. I already have plans to move there as well if you bothered to read anything. Come back when your arguments are better :)

Well, in 2 weeks there has been no progress made and he is planning to support permissions bukkit first(which is inactive also) it will take quite some time before support for pex will be made. :/

Essentially, yes. Right now it only supports Permissions 3.x which a lot of plugins are moving away from since it's dead, but I'm going to be moving into PermissionsBukkit soon!

So if I don't have any permissions plugin yet, than I must install one of supported here and make permissions file like in instructions you included and than in PermGUI I can simply create groups and assign players to those groups and put permission nodes to groups and than I have working permissions?(From tutorial you included I now understand how to set up all, I just want to know if I still have to do anything else that permissions will work, except to install one permissions plugin that permGUI supports?)
I'm so curious because I have a server and I'm planning to create permissions for the server finally. ;)

@annonymious It doesn't find all permissions automatically. It will load only the permissions for the plugins you have loaded and the permfiles for (currently). I included a tutorial on how to create your own files.
@joshcvb I have plans for BukkitPermissions first since that's what I use personally, but even before that I have requests for direct loading from plugins first. But yes, I want to support basically all permissions plugins. That's the goal.
