Here a few examples of methods which can be used to power tnt which will respond to the "tnt.delay" value as described on the config page.

These methods are redstone designs. However if powering the tnt by hand is an option. Simply place the tnt in a powered position. i.e. next to a torch.

Method 1: This is probably the most simple method. This method involves pushing the piston next to a redstone torch. The piston can push the TNT in any direction so long as it ends up powered by a torch. The tnt will then "flash" for how ever many ticks the config is set to.

Method 2: This a perhaps neater method which powers the TNT with redstone dust instead of a torch. Very similar in design however.
