HCC - Holographic Chat Captions
It is with great regret, that I feel like I cannot achieve a movable tag that follows the players head. As a result, this project will be left at this stage with the possibility of future updates. This decision has been made by me as I feel I cannot add the respective function without using an API. (Which is what I wanted to avoid) I recommend that in the meantime you download HoloApi or SpeechBubbles to achieve a moving chat caption. I will use this time to try and work on this in my spare time. Maybe, adding Spout support too. HCC may be re-released sometime soon if I manage to code a moving chat tag. Thanks, creepers84.

Yes, they only have 1.7.2 builds of Spigot out, so you would probably need to tell us a version. R0.1, R0.2, etc,

The plugin has compatiblilty. I cannot change the way in which Minecraft works. Spigot is simply not able to run MY plugin. If you want to run it on Spigot, then go ahead, but because of infrequent compatibility, you will need the 1.7.2 only, which is the same with Bukkit. Again, I do not endorse Spigot.

I do not endorse the use of Spigot. Either way, check your version, this plugin will currently only work with 1.7.2 Bukkit or Spigot.
