Announcing of player aliases as they log in. (Toggle-able per player with /blip an)

Making aliased arguments
Ban messages will be persistent per user / IP (username will override IP ban messages, stored in bans.yml)
The banmsg in config and defaults will be used as a fallback if there's no other message set.
Temp banning should be implemented (timings will be saved in bans.yml as well).
banned.yml may be removed in favor of the format in bans.yml.
Removing word filtering from Blip (Putting this feature instead as a different pluging: Bleeper)
Preventing banned users / IPs from banning other users by logging in with a different name / IP (when autobanning is on)
Allowing the Exempt-IPs and Exempt-Users to bypass bans (Useful for retrieving stolen items from banned players for offline servers)
