What is happening everything an player do /bn join and /bn leave they got creative how can i disable that or fix that?

I had the world save downloaded and placed in my server but then I get a flat world with nothing in it you can fix it??because i want to know how you build a secret door or maybe you know a movie where they show you how to make a secret door or you would I can explain how I do that???

after the player leave they turn into Creative mode even though the server is PvP world
