MOTD Permissions
worldmotd.switchworld.motd.<world name>
worldmotd.login.motd.<world name>
Permission for all worlds:
worldmotd.switchworld.motd.*
worldmotd.login.motd.*
where <world name> is the world you wish to give the player permission to receive the MOTD set in the config.
