Changes from 1.2 to 1.3:

1. Compiled by Bukkit 1.7.2 R0.3
2. Reduced internal usage of deprecated methods (block ids)
3. Internal code clean up
4. Fixed the caveats from the alternative time setter:

• 0s now works
• XtYt -> will now recognize X+Y time units instead of Y time units (t = "s" or "m" or "h")
