WalkieTalkies is a fork of bChatManager with stripped down local chat function.
WalkieTalkies limits chat to a normal range of 200.
With a compass in hand, any players within 1000 blocks with a compass in inventory will hear you.
Version 0.1, testing.

Hey WayGroovy, I remember when you asked for a feature like this in RadioBeacon, that's cool you're learning Java to make it happen! Looks like you're close to making it work; having different chat ranges for with and without holding a compass seems like a good way to do it. I also like the 1000 block range you chose for the walkie talkie, a reasonable distance to make it worthwhile.
And I know I said I wasn't planning on implementing local chat + radio myself… but I recently started another project and the concept fit right in. Here it is if you're interested: RealisticChat. Just released 1.0 yesterday. It has walkie talkies similar to how you proposed they would work… hold a compass, speak, and those with a compass within 1000 m will hear you clearly (beyond that range up to 2000 m messages will be garbled). RealisticChat is open source, so if you want to use any of its code in your project, feel free to :) (or let us know of any suggestions you have)
