System Enchants
This plugin allows Operators to enchant items to any level and clear enchants.

/enchant Plugin help
/enchant <enchantment> <level> Enchants item in hand with enchantment and level
Increments enchantment level by 1 if no level specified
/enchant clear <enchantment> Clears enchantment of choice
/enchant clear Clears all enchantments of item in hand
/enchant list Lists all available enchants and spelling for use
Only users who have Operator status have access.

This is copied from another thread, I had the same problem.
Your problem is plugins overriding each other. I would suggest using the commands.yml file in your main server directory to set what the command should be used for. Replace icanhasbukkit with the command you want it to be. Than replace version by "(pluginname): (command)"
(this is an example) so i have a plugin called "NoHitDelay" and players are able to type /kit and get some items for the pvp arena, would i change the icanhasbukkit to "/kit" and the "- version $1-" to "NoHitDelay: /kit".
Yes but remove the ''/''.
Make it:

Yes you can. Any enchant will work on any object.
