I think it's an awesome idea, getting all commands from other plugins isn't hard or so. But there is one problem. There are more ways to check if a player can perform a command, defined in a special file (it is possible if all developers did it that way) but there is an other way. Many developers make their commands that when they perform it, they check if a player has a permission and otherwise they will send them a message that they don't. In the second way, it's inpossible.
But, I can do something else which requires some work of the people that use this plugin. Setting up all commands with their permission in a file, that's the best way for it. (Don't know if you like that solution)

I have a suggestion :3 I want to be able to "hide" my plugins from other people on the server. So if they don't have permission for something, I would like to use the same message for not having permission with what I have right now. Which is: "Unknown command! Type /help for a list of commands."
