Install Vault, and a permissions plugin like Permissionsex.
You can find the permissions here: http://ultimatecore.ga/features
There are a lot of tutorials on youtube about permissionsex, just search for it and you will find a nice tutorial.

1-Can I set a price for the kits? How? 2-Can I give to my users a prewriten books on the kits? how?

I might or might not add the in-game kit editor, as it is very hard to do but the syntax is not that had right? Just take a look at the default tools kit
