I've made a really simple plugin that pretty much, you type /texturepacklink and it tells the player the link that is specified in the config.yml.
Works with 1.6.4!
1.1 now allows you to type /texturepacklink, /texturepack, and /tpl to see the link.
1.2 now allows you to type /resourcepacklink, /resourcepack, and /rpl to see the link.
1.3 now allows you to do /texturepacklink reload. Player needs permission: texturepacklink.reload

1.3.1 adds in fixed grammar and usage.

I'd rather have a specific plugin and command for this rather then having to post signs in certain spots with links and such. Much easier to have a designated command. :D
No, I have 1.0, 1.1, 1.2 and 1.3 all upload and completed. The only problem is that an admin has to approve of the builds before they are pushed live. Right now 1.0 and 1.1 are under review.

As soon as a admin approves the build. 1.0, 1.1, and 1.2 are all uploaded but it says "awaiting approval." I would says roughly 24 hours.
