This project is abandoned and its default file will likely not work with the most recent version of Minecraft. Whether this project is out of date or its author has marked it as abandoned, this project is no longer maintained.
Write in a sign "Green:Chat" and right click it , you will see a new message saying that your chat color changed :)
Example:
Dude Joined Sep 13, 2012 put this plugin up Sep 15, 2012 and has not been on again since Sep 27, 2012 and has his profile picture as the joker... I don't think anyone will be seeing a download anytime soon.
