1. Pvp settings now work
   1. Please note - pvp only works in PVP zones when pvp is enabled in the server settings
   2. moving into a pvp zone now tells you its a pvp zone
2. Hostiles mobs do not spawn in zones with the hostile setting turned to false
3. pvp, whitelist, hostile, and freebuild settings can now be changed via command
4. info sub-command now tells you all information about a zone
5. /zone create command no longer allows for overlapping zones
6. added "banned" rank to acceptable ranks
7. changing settings, entering or exiting a zone now tells you the name of the zone
   1. this is in-case the enter/exit messages don't contain the zones name
