Is it possible to make a command like /sp or /setspeed X so that it is customizable ingame. Also so it changes speed in water

Can you make a /sprint off & /sprint on ? Because my VIP players like to had legit combat with other people in certain case :)

please make a permissions support, that supports different sprint values for different groups!!! guest: no sprint. member: normal sprint helper: super sprint
