What permission plugin are you using. you might want to copy paste it, so i can see it. you sure you give them something like "smileychat.*" in their perm-group?

everything work fine as op but my players cant use things like *music or just :) is print normaly. i i try to give them every permission but only work for ops

A ticket would be much better! what u suggest: give yourself OP and try to use them, if they show up, everything should be ok. else if there are no smileys at all, another plugins is incompatible with my plugin. or your permission plugin is not correct, if you get a permission error in cmd then it is a problem with the permission problem. you should post that error. only then can I be sure.
IS IT REALLY THAT HARD TO MAKE A TICKET?
