Not a complicated plugin.

In chat, type @<message>.
No permission is required to do that.
-- How to receive a report --
Give admins/mods the permission "simplereports.receivereports"
-- Any glitches? --
1 glitch, players can do "@" and it will submit a report, I am trying to work on a fix.

I am using the AsyncChatEvent instead of a command.
