Simple Maintenance
This plugin will auto-kick all players when enabled. It's great if you need to work with just other admins. Notice: Java 7 is required to run this plugin

Features
- Delayed maintenance support
- Modes are persistant (on/off even on restart)
- Auto kick all players when enabled
- Auto kick all players that try logging in
- Ability to set the join-kick/kick messages in game or config
Commands
- /maintenance on
- /maintenance off
- /maintenance delay [time (in minutes)]
- /maintenance delay cancel
- /maintenance kickmsg [New message]
- /maintenance maintmsg [New message] ~ This is the disconnect message players see upon trying to join
Permissions
- maintenance.toggle ~ Allows use of on|off|delay
- maintenance.message ~ Allows use of kickmsg|maintmsg
- maintenance.bypass ~ Allows logging in the server when enabled

I think Kalpar is asking for a setting to change the motd when the server is in maintenance mode, so that players can see the server is in maintenance mode without trying to join and being disappointed. It would be a nice feature.
Also, just checking before I upgrade my server: Does this work with 1.4? I assume it would, since it's so simple, but you never know :)

maintenancemode plugin has that one feature, but I like your plugin overall way better! That and you have a delayed maint mode which I also require.
