A easy to use plugin that can be used to change the players gamemode! Also easy set up, there is no config you need to look at and edit. Just give the permissions. This plugin also is able to run on any permission plugin you like.
Everything below is for SimpleGM v.1.3 or later!

The difficulty of the custom gamemode depends on what extra's you want to give it. Either put someone in a gamemode, and use regular lines of code to give attributes (easy), or take the class of a gamemode, and overhaul it (hard).
I suggest, if possible, you just give them adventure / survival mode, and work from there. Then give them possibilities (e.g. super jump, fly mode, god mode, etc.), so it will look like a whole new gamemode. It's way easier than actually creating a new gamemode in the game.

The thing is, since you've chosen such a "small" topic, the only thing you can work around is gamemodes. Unless you want to make a new gamemode yourself, and I'm totally for, I don't think theres anything to do that won't link you to another topic.

SimpleGM v1.3 is now available for download! The permissions actually did change (just look it was nothing much) but the ones for older versions are still up, however if you get versions 1.0 or 1.2 adventure mode is not available.
