The latest file you have just uploaded has been removed by me because of the issues I have discovered.

Plugin made for bukkit . I think my particles lib dont support spigot , but for normal working i'm need replace 80-90% of code and find new particles lib . That can make more bugs

Posted Sep 25, 2014I run 12 servers on bungeecord and just wanted to report that the plugin worked in 5 of them. Not exactly sure what the conflicts are but it CAN work on spigot although it seems like a hit or miss.

Many reason why plugin dont work at Spigot
What about bukkit , i'm tested plugin on some Bukkit versions .
dl.bukkit dont working more therefore , i cant say you version what should work normal

No, I mean I need to use spigot 1.7.9 (citizens). And In one server trails are work, and on another server, with the same spigot version it don't work

Posted Sep 19, 2014We officially do not support Spigot. This plugin only supports Bukkit. We will not continue to provide support to errors if your server is running a Spigot build.

Enable particles
Do not use spigot if you play at 1.7.x
If you play 1.8 use last spigot version
Update your Java to 7 or 8
Change your bukkit version
