Tested with PermissionsBukkit, there are a number of self explanatory permissions:
General
Allow players to use secretaries
secretary.*
There are 7 child nodes:
secretary.create secretary.delete secretary.todo secretary.remind secretary.list secretary.sound secretary.name
Admin/moderator
Allow players to set config options
secretary.admin
