Angle brackets <param> represent required parameters and square brackets [param] represent optional parameters. Certain commands accept flags, which consist of a - sign and a letter. Commands can be applied to other settlements and factions by having settlement_name or faction_name as an optional first parameter. Editing other settlements and factions is only possible when the player has administration mode enabled.
Help commands /phelp, /shelp, /fhelp and /ehelp should provide a list of all necessary user commands and explanations. Admin mode gives full permissions for other factions and settlements and it can be toggled with /aenable and /adisable. Detailed list of all commands can be found below.

A wiki is really needed :p
I don't understand how to use the Attribute Points.
And is that possible to allow translation to other language ?

You train attributes in a training_camp building. There is a page for attributes.
Can't translate unfortunately.
