This project is abandoned and its default file will likely not work with the most recent version of Minecraft. Whether this project is out of date or its author has marked it as abandoned, this project is no longer maintained.
I made 2 small updates, that I have not uploaded yet. I guess it's time to upload that.

Just curious, will you be releasing the source? Also, I saw in the change log about attempting to fix the money not being withdrawn bug, and the issue still persists, just as an FYI. I have the latest version of Vault and I use iConomy (although shouldn't matter what economy plugin, since your using Vault's API). I'd love to help test the plugin, so if you need a tester, PM me and I'll be glad to help.
And PermissionsEx (latest version) for permissions.
I was able to (after following the discussion through the comments, pages 9-10) deny the permission selfservice.buy.bypasscost and it resolve the issue.
I'm not entirely positive, but I believe that with PermissionsEx, with a permission, such as selfservice.buy, it is the equivalent of 'selfservice.buy.*'
The permission 'selfservice.buy.bypasscost' would then be inherited by any user that has the permission selfservice.buy.
My method of determination for this was that the only command related to this plugin that users had access to was, specifically, selfservice.buy, and the problem persisted.
If you use PermissionsEx, add the (negative) permission to the affected groups:
pex group GroupName add -selfservice.buy.bypasscost
(The negative sign, with PEX, negates the permission for that group).

i have the newest vault plugin, and using EssentialsEco.
if i buy a region for 50'000, the money is still the same after this :-(
Is it possible to be able to allow a player to /ss define a region within another region, if the existing region has a priority lower then 0?
We have multiple provinces at our map, and use a worldguard region to indicate which area of the map is which province (with the passthrough flag set to allow).
This is giving issues, since your plugin always says that you are trying to define a region in another region.
I want to keep allowOverlapUnownedRegions set to false, because if i set it to true players can define regions in someone elses region.
Lol just tell them to take their stuff before the time is up. I mean someone who is renting something for a period of time needs to understand this basic concept. It isn't the plugin developers fault and really there isn't much they can do about this aside from maybe auto ejecting everything from the chests after the rent time is up; assuming there is even an api for that or a bit before the time is up reminding the renter to grab their stuff. And I am sure if you nicely submitted it as a feature request the dev could work in something simple.

It isn't coded into the plugin, so that would be a feature you could add, but I do have an alternative to this.
You can use a plugin called Server Signs to add commands to signs, so just do /svs add selfservice buy once Server Signs is installed.
This way, when someone right clicks the sign, they will execute the command to buy the region, while still looking at the sign!
Just trying to help when Mtihc isn't here.
