Maybe command based system to see properties up for sale in a particular world, like /selfservice list <world name>, and then it would list any property for sale, the owner, and how much, and location. Would probably have to do a page variable too, since it would only be able to list maybe 10 lines? Maybe even to elaborate on this a way for people to check if a particular user is selling property. Like /selfservice list <player name>, then it would list any properties they have for sale.
If you do add a system as Krebs suggested to let players adjust the Y cord of their region, please offer a way to disable. I really like how you have it now. It's so simple to zone properties, can zone stuff so much faster than with WorldGuard. No more /expand vert :P
Ah, I thought that was already working in this plugin. But agreed with AndrewsPanda, there should be an option to claim only inside existing regions and that should also be configurable for each region not only globally.

claim-only-inside-existing-regions: true
This option works only if you are using /region claim and not /region define. /region define bypasses the usual checks.
I have tested with your plugin and it also seems to bypass the usual checks. I am looking at changing the whole gameplay of my server with an upgrade in the next couple of days and I really want to incorporate your plugin. Is there anyway to make it respect the /region claim checks.

I think the plugin is very close to being universally applicable with any type of server. The options you've provided thus far are fantastic.
If Worldguard is able to define sizes of regions x, y, z then that should be fine to fit the dilema with uneven terrain levels. You mentioned that you can't make users pay for creating regions, if this was altered it would make this plugin truly a "self service" utility and allow players to make regions in accordance to an economy.
I probably can't keep up.. untill I'm actively working on this again..
I could probably figure out a way to solve that problem nicely...
(like /selfservice set -exact.... to override the top-Y and bottom-Y)

Most servers have their towns around sea-level. For the exceptional cases, you can use /region define of the WorldGuard plugin. It's super easy too. The only downside is, that you can't make users pay for "creating" a region. For the rest it's exactly the same.
I think it's a bit harsh to say this plugin is only for specific kinds of servers... there's more to this plugin then just the set-command.
