PvPTime
PvPTime for Bukkit
Lets you choose what in-game hours you want PvP enabled. Perhaps you want to give the players yet another reason to keep indoors during the night?
Features
- Configurable time when PvP is enabled and disabled
- Broadcasts when the PvP state changes
- Multi world support
- WorldGuard support (see below)
- Towny support (PvP is enabled when it’s in war time)
Permissions
- pvptime.* - All permissions below
- pvptime.override - If you want anybody to be able to deal damage even during daytime, let them have this permission
- pvptime.nopvp - If you want anybody to always be protected from PvP even in nighttime, let them have this permission
- pvptime.reload - Permission for /pvptime reload
- pvptime.info - Permission for /pvptime info
Extra Information
The plugin requires pvp=on in your server.properties.

WorldGuard Support
- PvP Flag Allowed: PvP enabled in day and night time (/region flag REGION pvp allow)
- PvP Flag Cleared: PvP only enabled in night time (/region flag REGION pvp)
- PvP Flag Denied: PvP disabled in day and night time (/region flag REGION pvp deny)

So:
- There is no plugin for pvp in my server.
- In my server.properties pvp = true
- So, my config.yml http://pastebin.com/qS3FYvQN
- PvP keeps always on, even configuring to turn it off at the daytime.
- There is no region protection or plugin control for the pvp.
Can you help me?

What is the exact problem? Are you able to have pvp without this plugin? Try figuring out if there is another plugin overriding this one.

See, I understand what you're saying, however I do not agree.
Mainly because there has been at least 3 other reports with the proper version info about the plugin not creating configs, etc. They were also ignored or shunned.
Me reminding you of an issue already reported, did not merit a bad response. Thus my hostility towards the whole thing. You were portraying as if you did not care about the issue and just wanted us to go away.
You did take the report and fix the issues, which is a great step in the right direction. :)

Simple recreation of thus issue. Download latest CB dev build, download latest 0.1.11 pvptime.jar, start the server. No config nor folder created. In game. When the proper time does show up, no announcements of the pvptime events starting.
Also, might want to actually read what I wrote, because you are answering questions about one of your other freaking plugins...... -.-;
THIS IS PVPTIME NOT YOUR LOTTERY PLUGIN.
Canned answer like that are rude and give all plugin devs, including my self a bad name.
