Sorry, but Vanilla servers can't run Bukkit plugins. You can make a Bukkit server which is a vanilla server but it has compatibility for plugins (like this one) and it has a few other cool features along with a developer API. A Bukkit server is a little harder to set up than a vanilla server, but you can use this tutorial to make one, this is how I made my first bukkit server. http://www.youtube.com/watch?v=5LLKfUf2-WY

Odd...Try deleting the plugin and installing it again. If that doesn't work then send me a pastie of the console message. It's odd that you are having these problems, because everyone else seems to be saying that it is working just fine.
