Transference of Horse Ownership

Config option to specify whether skeleton/undead horses spawn with a saddle. Maybe a permission to spawn undead/skeleton horses with a saddle. Make compatible with horses tamed before installing plugin
Riding a tamed horse will check for the owner's file, and for the horse UUID. If either is not found, it would be created accordingly.
