Yes, there is. The permission 'fancy.particle.command' will give them access to the command. It just says player that are OP get the permissions by default, non-op players need the permission for that action. Like for the command, you will need the permission I stated above ^. Hope this helped. :\

I think the problem is that you're not exiting the file once you're done editing it. It's a bug I think I'm not able to fix if this is the case. If it's not, tell me what you are doing.
It was working for me when I made edits, saved the file, then closed it completely. Try this.

Posted Mar 3, 2015PartlyFancy version 1.6 is now released! It introduces trails to your server! Each particle now has it's own permission! The permission is option for use in the settings.yml!

This update added the following things: - New particle movement - A spiral around the player from their feet to their head - Fixed particles - Removed some particles that were not showing up. (This plugin used a particle library that may have errors if used improperly. Use this plugin with caution and no horseplay)

Posted Mar 2, 2015Very cool!!!! Ive seen this effect on TheNexus Server when a player teleports. Can you mimic that!? I would love that. It encompasses their body in more layers. Like 4 more rings from head to toe. Also i can't see the effect magic_crit
