OWHPoweredNetherack
WORKS WITH ALL VERSIONS OF BUKKIT SINCE 1.2 r5!
When Netherrack is powered, if the block above it is air, it will light. Remove the power and the Netherrack goes out.
Will not work with indirect power. It receives its power state like a Noteblock would.
No permissions/setup/config. Just drop in your plugins and enjoy.

Like kip said, the last compiled build doesn't work.
But, I can't blame you for that. ._. I decompiled the code and took at stab at fixing it myself. It's not a problem with the plugin, it's a problem with Bukkit. The code in this plugin is so simple there's absolutely no way it shouldn't work. None of the API methods it calls are deprecated or removed, and no other errors are thrown with the source is paired against the 1.7.2-R0.4 API.
I blame Bukkit for this travesty...
