NoCheatPlus

Detect and fight the exploitation of various flaws/bugs in Minecraft!
Introduction
NoCheatPlus attempts to prevent cheat clients from exploiting weaknesses of Minecraft or its protocol, making your server more safe. Checks cover a wide range of issues including flying and speeding, fighting hacks, fast block breaking and nukers, inventory hacks, chat spam and other types of malicious behaviour. NoCheatPlus puts emphasis on configurability and allows you to customize actions that are carried out when a player fails a check (e.g. silent cancelling, executing commands, just logging). Bypass permissions allow to control what check to apply for which players, all checks can be deactivated in the configuration, also having the option for world-specific configuration files. Many checks allow more detailed configuration to adjust sensitivity.
Certainly NoCheatPlus is not a magical bullet, it uses a lot of heuristics and even guessing, so you will encounter false positives here and there and also not catch every single violation. Example video of how NoCheatPlus blocks cheats (outdated plugin version).
NoCheatPlus was introduced by NeatMonster, building on the code base of NoCheat by Evenprime.

The following plugins might be useful to have a look at.
ProtocolLib
Allows NoCheatPlus to activate packet-level checks, covering a range of exploits that can't be monitored using ordinary means. Since roughly Minecraft 1.7.10, the fight.speed check can't work as expected anymore, due to changes in CraftBukkit. With ProtocolLib this can be repaired.
CompatNoCheatPlus (cncp)
Make plugins like mcMMO or MachinaCraft more compatbile with NoCheatPlus. Not all existing plugins are covered (yet), but you can leave a note or create an issue/ticket request for cncp. Phasing out: Citizens 2 should work with NCP out of the box, MagicSpells are working on compatibility too - rest will be integrated into NCP.
Orebfuscator
Orebfuscator fights all sorts of X-ray-hacks by altering the map information that is sent to the players, such that they have to mine blocks to actually reveal what is behind. Virtually a "must have". (Latest versions of Spigot contain features of Orebfuscator.)

Maybe :) - it strongly depends on what smart moving is actually doing. You can allow faster walking and sneaking speeds, concerning climbing walls it might get difficult, because you probably would not want people to fly in an arbitrary manner.
It is thinkable, to provide a smart-moving hook with the plugin CompatNoCheatPlus for say, climbing walls. It would disable the alerts if the players are likely to be climbing a wall actually. But i need information about what checks actually alert for it, for i can't possibly test every mod myself.
Are you actually using NCP already, or are you considering to use it ?
(One could consider to make a config that just alerts but does not cancel any player actions for most moving checks, so it becomes testable, if set to log to file we would have a nice collection of data for smar t moving.)

Ok you can try NCP build 56 for this, if you have the ban actions removed from the nopwnage actions, this might blend in well with the globalchat check now (if you already the latest builds before build 56, remove the frequency factor in the globalchat section, it should 0.9).

It has extra VL + actions for the captcha part and another supplementary frequency check, which aims at the slower spamming.
The nopwnage check still might have issues with the latest builds as well, though. But you can configure it more flexibly.
You can't yet reset a players VL from outside, but consider it a bug - the old nopwnage had been designed to ban players rightaway (or do captcha instead), but we changed it to use actions, yet the resetting of the VL is still an open question.
I could imagine we just add actions like setvl=0 setvl/2.0 and also a cooldown for resetting the violation level - i just have an idea which i will discuss with NeatMonster, or just push.

It is an experimental feature, it might work, but it can also have side effects with other plugins like Orebfuscator, DisguiseCraft which happen with some people, and with some not.
An alternative might be a plugin that sets the allowed flying and walking speed of the players. Essentials has a /speed command, CompatNoCheatPlus has a set-speed hook and there may be other plugins that can do it. These would probably not help against getting pulled down but against the setting back. Another thing might be to update to CB 2357 at least, which might be needed for world changes/teleportation with creative flying and similar.

setting those to true will allow me to fly without flaw using a mod correct?
