Bukkit

First, open up NoAds folder.

Next, create a new .txt called blacklist.txt

Then, copy the text from http://dev.bukkit.org/bukkit-plugins/noads/pages/blacklist/ and paste it into blacklist.txt

Finally, restart / reload your server.
