Did you give him the actual permission for it?
Permissions usually look like that: minecraft.command.gamemode
Or for this plugin: mypermissions.admin
After giving the permission to a player you can reload the plugin with /mp rl or the player rejoins to load his permissions again.

I think it is not possible in version 1.0.0.
It will be implemented in version 1.0.2 for Minecraft 1.15
But for now you I think you could use the permissions.yml file of your server.

Unfortunately, I am unable to add players to a group with the "group addplayer" command. When I type in the command, nothing happens - no error message and the player is not added to groups.yml.
Do players need to be in the players.yml file in order to be added to groups.yml?
Anyways, I am entering the players into the config files by hand, which is easy to do. I think that I understand the players.yml format, but not the groups.yml format.
Could you please post examples of the players.yml and groups.yml files?
