Adds 1.9 combat and health system to 1.8.

Commands:

/19lag-toggles whether to use Runnables(causes lag sometimes) or just do everything at once(not the same, but still works)

Notes:

Hunger effect from sources not within the game does not work

Sometimes errors will pop up, ignore them

The regen is like 1.9 regen for easy, normal, and hard, not peaceful

I wanted to use a plugin to have multiple different modded worlds in different versions on one server. Now I can have 1.7.10 mods!
