McMMOExtras
Overview
mcMMOExtras adds new features to mcMMO servers which enhances game play. These features are listed down below with more details.
Features
An Exp Bar
- A visual exp bar for mcMMO that keeps people entertained and encourages them to want to level up.
- The exp bar supports every type of mcMMO skill. If a new one comes out, it'll work on it as well
- Uses the boss's health bar.
- It will NOT conflict with the ender dragon or wither health bar.
- Exp bar will disappear after a configurable duration.
Permissions
- mcmmoextras.* - Gives access to all of the plugin
- mcmmoextras.expbar - Gives access to the viewing the exp bar
Requirements
- Plugin: mcMMO (http://dev.bukkit.org/bukkit-plugins/mcmmo/)
- Spigot (including all folks) 1.9 or one of these
- Plugin: barAPI (http://dev.bukkit.org/bukkit-plugins/bar-api/)
- Plugin: Alternative to barAPI: BossBarAPI (http://www.spigotmc.org/resources/api-bossbarapi.7504/)
Commands
- /expbar, /mcmmoextras or /mcme - Toggles the exp bar

You don't have to decompile the plugin. You can find there the source code with comments and building utilities.

The command just toggles the boss bar, but I could add a way to show the bar always if you want to.

AFAIK it's not possible. I've done a little research. The result is that there is no way to disable these messages in mcMMO. According to the issue tracker on Github they also don't plan to implement a disable feature.
One way would be to send a blank message.
Nevertheless there would be a way to prevent the chat (network) packet message from sending to the recipients. reMap does a quite well job on modifying these chat packets, but I guess there isn't yet a way to prevent the message from sending although it 100% possible.
EDIT: I could write you pull request for that plugin or a small plugin if you want to.

mcMMOExtras doesn't send any chat messages on levelup. Maybe you mean the messages implemented in mcMMO.

That's weird, because according to the source code and the changelog he made, he just added metrics support. I'll test it.
EDIT: I found no problems while testing. Did you deploy the update during runtime?

I'm not sure if this is a bug but the BossBarAPI dev just updated to a new minor version of the API and the bar no longer appeared with MCMMO extras. I'm going to go back to earlier version but thought you might want to investigate.
