Place torches in long distance. Just aim, right click, and you've got a torch.
- Allows you to place torches at any distance
- Allows you to pick up your recent torches, at a distance, with left click
- Automatically orients torches placed on walls to point towards you
- Respects WorldGuard regions and PreciousStones protected areas

From my experience, you can't just have a one word permission. You have to make the plugin in such a way that the permission is something like torch.use. (Not blaming it on you, just felt like mentioning it)
Try giving your players whom you dont want to have the permission
