i have a plugin very similar to this and Maintenancemode, it's open source and should suit your needs should you wish to use it http://dev.bukkit.org/server-mods/lock-down/

Posted Jul 23, 2012Does the author still have plans for this plugin? I am about to write my own plugin that would do something similar to this and to "MaintenanceMode" (I'd just use MM except it can't be run from the console, and this plugin here is not open-source, so we can't customize it to our needs). One of the old pages for Lockdown said "developers needed" - Jackwilsdon, if you need help figuring something out, hit me up, otherwise I'll let you all know if I whip something together.

Posted Oct 3, 2011Looking forward to more from this plugin! Would be willing to test... one feature request, would be a configurable - on-startup auto lockdown that is timed... perhaps like 3 minutes after a server reboot (I used Remote Toolkit to restart my server every 5 hours) but when it boots back up.. everyone rejoins too fast.. and crashes it while the processes are still loading... so a lockdown on start with timer... and this would be perfect.
