-Auto lock when block placed

-Auto unlock when block break

-you can't open and place block near when it's not yours

commands :

/pq_locker: see commands

/locker: lock a block you see

/lockerr: unlock a block you see

/lockerf: add a player to a lock

permission :

lockset: can replace and remove all lock

please update this plugin to 1.14

Server thread/WARN Plugin pq_locker v1.0 does not specify an api-version.
