What steps will reproduce the problem?
1. use spigot/bukkit 1.7.10
2. use 1.4 of the plugin
3. set cool down time for an item

What is the expected output? What do you see instead?
countdown should work, it doesn't and always show the full cool down time

What version of ItemNerf are you using?
1.4

What are your config settings?
GENERAL:
  default-cooldown-seconds: 30
  display-charge-message: true
NERFED_ITEM_IDS:
  322-0: COOLDOWN=35
  322-1: BLOCK

What server software (Bukkit/Spigot/MCPC/etc.) and what version are you using?
Spigot 1.7.10

Do you have an error log of what happened?

Failing to replicate on a 1.7.9 Bukkit server. Perhaps an issue with Spigot? If that's the case it could mean this plugin will no longer work for Spigot.

If you can, try the same config on a 1.7.9/10 Bukkit server and see if it works, if so.. there's our answer.
