Idea
Invrotate is a helpful plugin that allows you to rotate through all 4 rows of your inventory and have them in your hotbar. It is meant to be used my Builders in Creative mode and on a creative only server. Once you rotate your inventory the line closest to the hotbar will be moved into your hotbar The row in your hotbar will be moved to the top of your inventory Watch the video if you want to see it in action :)

Command
/invrotate enables invrotate. You can now press your drop key (mostly Q) to rotate through your inventory. if already enabled this command disables invrotate again.
