HappyDog
Function
HappyDog is a general utility for managing animals. The default wand is an arrow, conigurable to the item of your choice in config.yml. Using the wand, you can restore the health of a passive animal such as a sheep or cow, return tamed but angry dogs to a calm condition, discover the owner of tamed animals that are not your own, free a tamed animal (return it to an untamed, unowned state), or change the owner of a tamed animal such as a horse or dog.
Operation
To restore the health of a passive mob or tamed animal:
right-click on it while holding the wand.
To discover the owner of a tamed animal:
right-click on it while holding the wand. If it is not yours, you will be told the playername of its owner.
To release a tamed animal:
issue the command "hdfree" and then right-click on the animal to be released while holding the wand.
Only the owner of the animal, or an admin, can free it.
To change the owner of a tamed animal: issue the command "hdowner <name>" and then right-click on the animal to be released while holding the wand. Only the owner of the animal, or an admin, can free it.

Installation
To install, simply drop the jar into your server's plugins folder and restart the server. A folder will be created in plugins named "HappyDog" containing a config.yml file. One entry is accepted: wand: <material>. The default is "wand: arrow." For material, specify the item name you wish to use to designate an animal. Possible entries like bone or stick can be used. Beware of choosing an item type that conflicts with another plugin on your server (bone, for example , is used by the McMmo plugin, while stick is used by GriefPrevention.)
Permissions
One permission entry is supported:
animalhelper.admin: false
Specify true to allow a player to manage animals owned by other players.
Notes
Tested with CraftBukkit 1.7.2-0.2 but should work with 1.6.4 also.

This version adds many new features. Tameable animals can now be healed, released to untamed status, or assigned to another owner by their current owner. There is a new permission node, "animalhelper.admin" that enables the use of all functions on any passive or tamed animal. I haven't done anything about customizable messages yet, though, but I am taking it under advisement for a future version.

Posted May 15, 2013And while you're busy coding the requested features why not also add permission node so that people who have the permission can make anyone's dog a happy dog.
Also it would be extra sweet if you could make the messages it displays customizable.

Posted Apr 27, 2013It seems the angry tame dog situation is a minecraft error. According to the wiki, wolves can be in one of three states: wild neutral, angry, or tame. If someone, such as a mob, attacks their owner, tame dogs will respond, but they are supposed to remain tame dogs. Angry dogs have a distinctive appearance, with red eyes, which tame, growling dogs don't show. So it's my belief that this condition will eventually disappear in future versions of minecraft.
