GodTools will allow you to super-enchant any item. Items that are super-enchanted (have every enchantment at the maximum level*) can one-hit kill anything (untested with the Ender Dragon).
Simply drag-and-drop this into your plugins folder, no configuration needed!
Commands:

| /godstick | /gstick, /ge | Gives a super-enchanted stick | godtools.stick |
Why I Made This:
I made this to test out adding impossible enchantments to items. In the process, I discovered the awesome power of the GodTool, and decided some others may want to go around and play with it; thus, GodTools was born.

@Pinoyskii Sharpness 4? No, the sharpness is 128. :P All of the enchantments are set to 128, the highest possible. Insta-kill level.
