Enchantment Tokens
Have you ever wanted to enchant your tools with awesome Enchantments? This plugin adds a virtual economy to your server! You can sell these on the donation store, have them as a common item or setup voting rewards with them!
MAKE SURE TO DELETE YOUR CONFIG BUT SAVE YOUR PLAYER: PART. (WHEN UPDATING TO V2.2.0)

- Right click enchantment tokens to put them into your balance.
- /tokens - Shows help!
- /tokens - All players.
- /tokens give <name> <amount> - CustomEnchants.Give
- /tokens remove <name> <amount> - CustomEnchants.Remove
- /tokens balance <name> - CustomEnchants.Balance
- /tokens withdraw <amount> - All players.
- Double Enchantment Token amount when mining <amount> blocks. - blocksbreak.doubleet
- De-compiling the plugin or editing the code is NOT allowed and if you are caught you will be reported to your host.

It doesn't look like the author has been active for some time so I'd suggest switching to another plugin.
Some of the ones I have found are Prisongems: http://dev.bukkit.org/bukkit-plugins/prisongems/ Great for people who can't afford to pay for premium plugins and such and it also works with MrCookieSlimes plugins. Or if you're willing to pay then: TokenEnchant: https://www.spigotmc.org/resources/tokenenchant.2287/ Which is amazing with the amount of enchants and support but I haven't tested it with PrisonUtils as of yet.
But good luck with finding a plugin set that works

Posted Aug 5, 2015Explosive Enchant is not working for me. It shows the effect, but no extra blocks are being broken, when mining. Also could you start adding new enchants? I think that would be a great.

I understand but this one is crap as hell. It's worth $12 to get over 50 enchantments (for mining, pvping, etc). and it works well with other plugins commonly used in prison servers.

You should try TokenEnchant... the dev has been releasing new enchantments every week..
