I get weird errors
Many times, an error is generated if you either don't have Vault installed or are not running Bukkit 1.7.9+. If updating Vault and Bukkit doesn't help, either open a ticket or catch me on IRC (webchat.esper.net #bukkit or #bukkitdev).
XP points/levels doesn't work
XP in Minecraft is weird. If you have used a command to get your XP (either to test the plugin or because you're lazy), many times the XP doesn't update the totalExperience, which is what the plugin is checking for, when it's checking whether you have enough XP to buy the enchant.
Try giving yourself XP using Bottle o' Enchanting instead, and see if that fixes the issue. If it does, refrain from using the XP command, if you want to use that XP to buy the enchants with.
