Not yet, but how would you propose it to be achieved?
Does a sign with "Faction" in the second line bring everyone to his own faction's home or is there a third line with a faction name/faction tag?
Feel free to file a ticket for it if you have a clear idea of how it could look like. :)

Which version of Craftbukkit are you using?
v0.0.0.11 and v0.0.0.12 only work with CB 1.7.5-R0.1...

I just reuploaded v0.0.0.12, only waiting for approval. :)

v0.0.0.12 was rejected because I packaged it by hand and not using maven (was on my notebook with only eclipse installed) like I already did it in v0.0.0.11 and it therefore contained some files which are not necessary. -.- I'll reupload it as soonnad possible, either tomorrow or Monday.

Thanks mate, I already fixed this bug some time ago, but accidently deleted my fix I guess. :D

I just uploaded a new version without this bug (at least I hope so). :)

EDIT 1:
I just uploaded a version with updated packages which works with CB 1.7.5-R0.1 (at least in my tests) and hopefully with the latest Spigot-version as well. Version 0.0.0.11 should be approved within the next 24h (at least I hope so). If you find any serious problems, please create a ticket immediately! :)

EDIT 2:
I deleted the uploaded version and uploaded a new one including a fix for the problems with AntiCheat versions 2.0 and higher. AntiCheat versions 1.5.9 and lower are no longer supported.

Currently there isn't a possibility to configure this using permissions, but there is some kind of workaround.

You can use the config-options to prevent players from mounting anywhere by commands by setting the following config-options:

MountingLimit:
    EnableForFlights: false
    Radius: 3

Afterwards, you can give all groups which are allowed to use commands the permission dt.ignoreusestations.flights, so they ignore this limit and can mount anywhere.

Players without this permissions can use commands, but only when standing at a station (where you can then place a sign), so even if they use a command, they do it while standing next to a sign and will prefer the sign. ;)

If you create a ticket for it I might implement this in one of the next versions. :)

I never used CommandBlock, I think it would be a better idea to ask at the BukkitDev-page of CommandBlock because your question doesn't really deal with DragonTravel, but with commands in general and how to use them with CommandBlock. :)
