Line2 = The second line of the server list motd.
The Main Reason why DragonMOTD is the most conservative:
But commands/permissions could be used quite well with this plugin. /setmotd for example. That may be where the config reload command could come in (/reloadmotd).
Of course permissions would be needed to stop those who aren't supposed to change the motd change the motd.
