Creeper Nerf
Super simple plugin. Implements an event listener so that in the event of a creeper explosion, the "list" of blocks it would have broken is cleared.
Creepers won't damage terrain anymore, but will still deal damage to players and mobs. No permissions needed.

I can confirm that the plugin doesn't disable TNT events, as the listener only effects creeper explosions. You may have another plugin that is causing TNT to not explode correctly.
