You can't download from the files button, your file has to be approved first or your file won't can't be downloaded unless to a direct link to the download which isn't allowed. You have to wait for it to get approved first.

@TimberlakeLin The file is currently under review. I think If you click "files" then you can download It. Once It Is approved It will show the download button.
