The commands shout by consolescheduler are delaying on your server right? , because this very low tps can affect the timings of much plugins.

Yeaah... It sometimes lag spikes and tps can decrease to minus values xD
This doesnt occur very often though, but I'm thinking it might affect your plugins timings.
My average tps is 18.5

Strange, i've tested this in a medium server and no bugs ocurred. I will take a look on that. Your server is running under low tps?

Server restarts.
I have a command scheduled at 18:00h every day, and at 6:00h which executes /restart Before that, there is also a warning message and an automatic /save-all configured, all of which get the same delay from the intended hour as the restart function.

Restarts keep happening like 45 minutes after the adequate configured time. Even whith your last build

SpecificTime Fixed and a few performance improvement.
Make sure to put a comand like this for full SpecificTime Working:
Command1:
SpecificTime: true
Hour: 20
Minute: 11
Second: 0
Command: say This Command Will Be Launched At 20:11
Update will be out in a few moments.

Updater is working fine for me. Make sure you have set the "CheckForUpdates" to true in the config file.
