CinnaClaim
Features
Allow users to claim world-guard regions, and thus becoming owners of it. This allows for server admins to make a huge worldguard region, eg "capital_men", and inside this making smaller plots with capital_men as parent.
Allow users to own a region and add their friends to it, so that they become members in that region.
This is done by using /friend add derpina, and /friend remove derpina
General information
This plugin was developed for the CinnaCraft (run by the assoiciation KBK, http://minecraft.kbkompaniet.se/) server some friends and I are running. I thought maybe others want to use it, so here it is.
Since we'll be needing this, It'll be maintained as long as WorldGuard is. :)

Requirements
WorldGuard (And WorldEdit, at least in the server's minecraft-directory)
SQLite support (SQLite database is generated on startup if missing, currently it's generated in the minecraft-directory though..)
The future
- This will be working together with the CinnaEconomy plugin to allow users to buy more plots, once that plugin is done. Maybe vault.
- Maybe adding MySQL support, and if someone makes a pull request with simple file-configuring, I'll accept that.
- Adding commands to add and remove plots to a user, instead of the currently only setting.
Commands
/claim - Claims the region the user stands in
Permission: cinnaclaim.claim

/unclaim - Unclaims the region the user stands in

/friend add Derpina - adds Derpina as member in that region, if the user is owner of the region

/cc setsize 1 - Sets the size of the region the user stands in, making it "cost" 1 "point". This also makes the region claimable.

/cc getsize - Returns the size of the region the user stands in

/cc set Derpina 2 - Sets the max plots Derpina has, thus she can claim two plots.

I made a couple of more extensive tests today, on 1.2.5, and you're right, it dosen't seem to work. Thus I've updated it, and I am currently awaiting approval.

It seems as if you're doing something wrong, I have a server up and running with the exact same plugins as you mentioned, and it works fine.
If /cc setsize 1 dosen't give you any error message my guess would be that you don't have permission. But PEX/Bukkit should say that you don't have enough permissions to do it.
I'd recommend you to download sqlite browser, http://sqlitebrowser.sourceforge.net/, and open the CinnaClaim database found in the same directory as the craftbukkit jar.
The new version of CinnaClaim I'm working on will hopefully contain more error messages.

Are you absolutely sure that youre standing inside of a wg region? If the region is below your feet the claim wont work. Do you have permission to use cc setsize? Do you have an updated version of pex? Older ones have issues with capital letters in the permission nodes such as CC.yadda.

Well, I won't add chunk claiming to this plugin, since the main purpose of this plugin is to use on my server. But, I will see what I can do for you, PM me your email and I'll send you a mail if I get it working.
Currently I'm using most of my spare time to polish this plugin and add some new features. I'm having vacation the next week and I'll probably finish CinnaClaim then, after that I'll see if I can get your wish come true :)

MyChunk use sign. I not like this...
I use Factions for PVP. Not for my FreeBuild world.
ChunkOwn not work (all feature work, but the blocs aren't claim... all can build)

Won't do it. I don't like the idea of owning an entire chunck, it dosen't fit into our server. So if you'd like that, there's a bunch of other plugins that does this for you :)

Yeah, me too, therefore I made it myself ,
Anyhow, as I mentioned in the future, a good friend of mine is developing the plugin CinnaEconomy, where one will be able to have different types of accounts. One for oneself, and "global" accounts for example nation leaders. It will also support rents, and some other neat stuff :)
I will integrate this plugin with at least CinnaEconomy, so that one can buy another "plot-point" and thus can claim another plot.
Concerning limiting regions, it's very limited right now, since users can only claim one region, and then they're out of avalible plots. Or more like, their "sum_plots" is 1, and since their "max_plots" is 1, they can't claim another plot :)
